PCOS Glitch a Planned Event?

The controversy over the PCOS glitch may possibly be a planned event for unknown reasons. On the COMELEC website, the memo about the “Issuance and installation of Reconfigured CF Cards, Conduct of the Final PCOS
Testing and Sealing, and Deployment of PCOS to Polling Centers”, although released on May 5, 2010, was dated April 21, 2010. The memo is published on COMELEC

It may just be a typographical error since there is another memo with the same date and that may have been used as a template. However, viewers of the memo may become suspicious because errors like what happened recently during testing and sealing of the PCOS machines should have been detected before the machines where brought out to the public.
